He came to New England with the Reverend Richard Blinman, and first settled at Marshfield, Massachusetts in 1640. He removed to Lynn, Massachusetts in 1641. He was a freeman at Gloucester, Massachusetts, December 27, 1642. He was a selectman; from 1643 to 1648, and a representative to the General Court from 1650 to 1652.
The place from which he came in England is on the Welsh border. He was a member of the "Welsh Company" that came to New England in 1640 with their minister Rev. Blinman. Some of the group settled first in Gloucester MA. Hugh was deputy from Gloucester in 1650, but moved to New London in 1651 to follow Rev. Blinman, who had been wooed there by Governor Winthrop, along with many others of the "Welsh Company." He was deputy to the Connecticut Assembly 12 times from New London, and townsman 1652-1660. In 1660 moved to Norwich; was an original proprietor. He was deputy from there 1663-1671. Obviously a person very active in public affairs.

From the Genealogy of the Calkins Family: HUGH CAULKINS, b. about 1600, for in a deposition, 1672 he states his age as about 72 yrs. d . 1690. Son M. Ann A thorough search has been made among the wills for Monmouthshire, England and the name Caulkins, any spelling.does not appear nor does it appear on parish records for Chepstowe nor in any of the surrounding parishes. When possible. search for Hugh's English origin should be made in Gloucestershire and if that fails over the border in Wales. Hugh came with his wife and four children in the Welsh Colony, under the Rev. Richard Bliman, and were first at Green's Harbour, Plymouth Colony, Mass. where Hugh was made freeman 2 Mar. 1640 and later at Cape Ann and Gloucester. After five years, finding the climate too bleak for farming the party moved to New London, Conn. Hugh was made freeman at Salem, Mass, 27 Dec. 1642 and at Lynn, Mass. 27 Dec. 1648. Representative to the Mass. Court from Gloucester 1650 to 1652 but left without finishing out his term. Deputy twelve times from New London to the Conn. Assembly May 1652 to 1660 and from Norwich, Conn. to all Legislatures from Mar. 1663 to 1671. Selectman at New London until he moved to Norwich: on the War Committee at New London May 1653 to Oct. 1654: first deacon of the Norwich church. All the towns where he lived honoured him with positions in public affairs, serving on committees, on committees of consultation, fortifying, drafting soldiers and especially on affairs connected with boundaries and surveying, for which he had apparently been trained in England. Caulkin's History of New London, Conn. states p. 67 :- 19 Oct. 1650 land was granted to Mr. Blyman, Obadiah Bruen, Hughe Caukin, Hughe Roberts, John Coite, Andrew Lester, James Avery and Robert Isbell, all of Gloucester, Mass., where Mr. Richard Blinman had been the minister for eight years and was now engaged for New London.

To all Christian people to whom these present come know yea that I Hugh Calkins, Sr. of Norwich in the County of New London in New England have given and granted alienated enfeofed and passed over unto my grand child Hugh Colkins of the same town and County afforesaid my -i-bole acomodations in the Township of Norwich to him and his heirs or assigns forever that is to say my hom lott or homestead and land over the highway and all my land and meadow over the River all my land and meadow at Scotch Cape and all my land and meadow and pasture land in Yantick the whole of all and every part of all my right title interest in and unto the land meadows pastures in the Township or bounds of Norwich except what I have before the ensealing hereof given legall deeds of I Hugh Colkins aforesd doe by this deed of gift full freely absolutely and firmely give etc. **** unto my aforesaid grand child Hugh Colkins son unto my son John Colkins with all the privildeges and appurtenances that doth or shall thereunto belong to him, his heirs assignes executors or adminstrators his or they to have to have hold passes improve forever and that after the decease of both my selfe and my wife my said grand child Hugh Colkine shall take possession and enter in and upon my sd houseing and lands and not until then and these revolking and making void all former writing wills deeds of what nature or kinde soever respecting the above sd lands and accomodations and this is my act and deed and in testimony ratification and confirmation of the premises I have hereunto afixed my hand and seale this 12th. day of June An-no Domi one thousand six hundred and eighty-eight in the fourth yeare of his Majts. Hugh Calkins removed next to New London, where he was a selectman, a member of the Connecticut General Assembly from 1672 to 1683, and the town clerk. He removed finally to Norwich, where he was the first deacon upon organization of the church, again a representative for the town in 1663 and 1664, and generally a leading citizen.
CT Puritan Settlers: "Calkins, Deacon Hugh--deputy in 1663, two sessions, from New London, with James Rogers. Appointed in 1659, with James Morgan and J. Avery, to lay out to Governor Winthrop, 1500 acres of land at the head of Paugatuck Cove on fresh river."
Original name was probably Colkin. William Colkin lived in King John's reilgn 1199-1216 and founded a hopsital in Caterbury which bore his name. The Caulkins and Gookings, with various spellings are all supposed to come from a Colkin.
Mr Richard Blinman, minister in Chepstow, Monmouthshire England, silenced for non-conformity, is supposed to have arrived in Plymouth in autumn 1640, with several members of his church. Monmouthshire border on Wales, and they were styled the "Welch" party. Blinman and Hugh Cauken were propounded for freeman at Plymouth March 1640, too early for ship that year. [May be old style 1640'1] see NEHGR 53:235 earliest date of Blynman party.
The Welch party was first at Green's Harbor near Marshfiled Mass, later moved to Gloucester. Hugh Caukin on list nominated freeman at Salem Dec 1642. Deputy to High Court from Gloucester 1650-1. Blinman moved to New London in 1650. Hugh followed. Grants of land made Octg 1650 to Hughe Caukin. A narrow road on the west side of town was opened for the Gloucester immigrants, call Cape-Ann Lane, now Ann street. Hugh had tahe first lot on the south-east end of the street. He held many offices.
